Getting a children’s book published?

I have a great idea about a childrens/toddlers book. I have it pretty much all completed except for the illustrations. How do I go about getting it published? Do I have to find my own person to do the illustrations or will the publisher do that? Do you need to find an agent first? Where do I look for one of them?
The book is basically for children 5 years and under and it’s more of a picture book.

Not an easy area to get in to. You should read writers market and seek publishers there who publish children’s books. Most publishers say “No poetry and no children’s books.” The publisher will arrange an illustrator.
Try your local library, in the 808′s, and possibly the 070′s. There are a lot of books about writing and publishing children’s books, about agents, about all that stuff. The most useful subject heading, if you’re looking them up, is probably “children’s literature — authorship”.
Unless you’re an artist, you don’t supply illustrations.
