Don’t know, but I will say that you can gauge the qualifications by looking at some open positions and see what they require. Are you still able to apply for internships at a literary agency or publisher? That’s one way to get your foot in the door and get some experience. The bottom of the totem pole is reading the slush pile and then working your way up or getting some kind of internship.
I suggest you read the qualification for some openings and see what they require. There are many editors that blog and tweet. You can follow them and see if they’ve answered this question in the past or you can ask them directly to see if they’ll answer about how to get started in publishing.

Also, you’ll need to be located in NYC or at least be able to easily travel there everyday. NYC is the mecca of publishing and that’s where they’re all located, along with literary agents. There are some exceptions, but overall they’ll located in NYC.
