Children’s picture book editing help?

I wrote a small children’s picture book that I tried to send to a few places, but it got turned down. However in one of the rejection letters, the publisher wrote “it was a cute idea but needed work”. Well ive read it over and over again and I just don’t know what more it needs. Does anyone know any good editors or does anyone edit books and woudln’t mind reading my little story.
